Legislative Summit: The Treasure Coast Coordination Coalition (TC3) held its 4th Annual Legislative Summit to identify priority issues for the Treasure Coast. The issues cover the full spectrum of services, such as child protection, education, transportation, elderly, criminal justice, etc. The child protection workgroup identified the following two priorities that will be presented to our local delegation:

  • Equity in Funding - We're asking the legislature to fund Secretary Regier's 3-year plan for achieving a more equitable distribution of funds for each district. Our district receives the least amount of funding per child served.

  • CBC Risk Pool - We're asking the legislature to support adequately funding a "risk pool" to be used by lead agencies for unanticipated costs. Currently, the risk pool is not funded appropriately and has no method for access until a lead agency is in dire straights.


  • Training Committee: The training team has been meeting on a regular basis to develop plans to provide training on the new System of Care to existing DCF employees transitioning to the case management agencies as well as new employees entering our system. The Learning Institute has interviewed for the position of Senior Trainer and should be making an offer soon to fill this position.

    Human Resources Committee: The HR Committee has developed procedures to fill vacant DCF positions scheduled to be transitioned to the case management agencies after the implementation of the services contract between DCF and UFF. As a process of keeping you continuously informed, UFF has selected to outline the procedures that have taken place to secure current DCF employees in CBC positions. The next scheduled Newsletter will provide further information currently taking place to hire external applicants.

    Internal Applicants:

  • DCF will post vacant Family Services Counselor or Supervisor positions through their normal process. Applicants will be notified in the interviewing process that candidate selection will be a joint decision between DCF, CHS and FPS. This process began in late February and continues based on the need to fill positions in each of the necessary job categories.

  • Only vacant Family Services Counselor or Supervisor positions that are scheduled to transition to CHS and FPS will be jointly interviewed until the services contract is executed.

  • Candidates will be required to complete a CHS or FPS employment application prior to the joint hiring interview.

  • CHS and FPS will identify personnel that will represent their agencies at the joint interviews.

  • DCF will be responsible for the scheduling of the interviews at the appropriate DCF office and coordinate the interview schedule with CHS and FPS.

  • DCF will make the current personnel file available for review by CHS and FPS. DCF will not provide a neutral reference, and CHS and FPS will not accept a neutral reference, for any current or former employee of the department seeking employment.

  • The decision to extend a job offer will be jointly made between the interviewers for DCF, CHS and FPS.
  • When a joint agreement has been made, the applicant will receive an offer by DCF and a written commitment from CHS or FPS. Offers of employment by CHS or FPS will be contingent upon favorable completion of reference checks, background screening, review of performance evaluation(s) and the successful execution of a services contract with DCF.
